- No money moves without four approvals — the unit, its directorate head, Finance, and the Amir.
- Nobody can approve their own request. Where that would happen, authority passes elsewhere.
- Every payment must be retired with receipts, and overdue retirements are visible to Finance.
- Every approval and payment is written to a record that cannot be edited afterwards.
